    Building bridges for a better future for homeless street children in Bandung West Java Indonesia

 

     A project initiative of Rotary Club Bandung Braga Metropolitan Indonesia in cooperation with Rotary Club Boxtel, Oirschot en Haaren, and Rotary Club Amsterdam Nachtwacht, the Netherlands

  

    Focus Group Discussion with outreach and street children support experts and RC Bandung Braga Metropolitan on 17 February 2011, at 5 PM, location Jl. Dayang Sumbi no. 3, Bandung.

 

 

     Objective

    To support homeless street children in Bandung it is aimed to obtain insight how to find and approach the target group to recruit street children, pathways toward government officials and how specific programs are sponsored, the existing and/or needed shelter facilities, and the social, educational, and healthcare and prevention program gaps. A Focus Group Discussion with outreach and street children support experts is organized to explore if and how the Bandung Rotary Clubs could provide sustainable community and vocational service for a better future of homeless street children.

 

 

     Definition homeless street children

     Homeless street children are children between 6 and 17 years old, who live in the streets, who spent the night unsheltered, in parking lots, desolated areas, vehicles, or other unguarded sites, and who have no means to access to housing and basic facilities, who are orphans or abandoned by their parents, families and/or care givers, with no options (anymore) to receive their support.

 

 

     Methods

     Focus Group Discussion

     During the Rotary Bandung Homeless Street children Project Committee meeting 10 February 2011 it was stated that the target group and their needs related to existing services and programs should be well defined. Hereto, representatives of agencies to support homeless street children in Bandung are invited to share their experience with RC Bandung Braga Metropolitan on 17 February 2011. To foster a need based program and to divide multiple project tasks among the project members six Sub-Committees were introduced: 1) Government relationships, 2) Housing and facilities, 3) Social support and life skills, 4) Education and access, 5) Health and prevention, and 6) Cooperation with NGOs, Academic Faculties and other relevant agencies. The following information is to be obtained and reported.

 

 

    General information and outreach programs for homeless street children

     Target group and recruitment of homeless street children

 •   Is it possible to find homeless street children, aged 6-17 years old, who are orphans or

    disconnected from their parents or care givers, school drop outs, and with no major mental      or physical health disorders, who are willing to enter a shelter that provides a long term

    package of social, educational and medical support?

 •   What is needed to find these children and to motivate them to access and stay in such a      program?

 •   Are the experts willing to help recruit, motivate and guide the street children in case a shelter      and comprehensive program is established?

1.  Government relationships

•    With what official government agencies do the street children experts work together?

•    Are government agencies for housing, social welfare, education and healthcare involved?

•    Is it possible to provide a list of the names and telephone numbers of the directors /  heads

    streetchildren in Bandung / West Java?

 

2.  Housing and facilities

•    What and how many social relief facilities for homeless street children are available in Bandung  / West Java?

•    Is it possible to provide a list with day centers, emergency shelters, short and long

    residency  shelters, and other housing facilities, for homeless street children in Bandung?

•    What are the criteria to access these facilities?

•    What kind of housing facility is urgently missing in Bandung?

•    Is there a need for an emergency shelter for time out, comprehensive assessment and

    problem oriented referral and/or placement in other facilities?

•    Is there a need for a pilot to develop a shelter and comprehensive support package specifically for eight to ten homeless street children in or outside Bandung?

•    What and how many agencies provide social support and life skills programs for homeless street children in Bandung?

•    Is it possible to provide a list of social support and life skills programs for homeless street children in Bandung, and names and contact details of the program directors?
